Nuclear Weapons were only good for the brief moment that no one else had a nuke. Now that several countries have those weapons, their usage becomes less effective, because a) your own country would immediately be nuked; b) the fallout could reach back to you; c) everyone has deadman switches for their weapons, so there’ll never be a guarantee of a preemptive (and final) first strike.
