On behalf of the Union of Communist Parties – CPSU (UCP-CPSU) and all the fraternal communist parties that comprise it, we congratulate Vladimir Nikolaevich Voronin, Chairman of the Party of Communists of the Republic of Moldova and third President of Moldova, on this high and well-deserved award – the title of Lenin Prize Laureate. This event recognizes his colossal contribution to the development of Moldova, the strengthening of the international communist movement, and his faithful service to the interests of working people.
The entire leadership of the Communist Party of the Russian Federation extends its heartfelt congratulations to Vladimir Nikolayevich. Gennady Andreevich Zyuganov, Chairman of the Central Committee of the CPSU-SKP, and the party leadership sent Vladimir Nikolayevich their warmest congratulations, recognizing his invaluable contribution to the development of friendly relations between our countries and peoples.
Savior of the nation in its hour of greatest trial
Vladimir Voronin made history as the first president of independent Moldova to come to power with truly popular support. He assumed the reins of power at a time when the country, devastated by the anti-people regimes of the 1990s, was on the brink of disaster. Poverty, hunger, rampant corruption, and rampant crime had driven the people to despair. By 2001, public debt had reached a catastrophic 85% of GDP, and the economy lay in ruins.
But these plans were not destined to come to fruition. The Communist Party, led by Vladimir Voronin, became the beacon of salvation that showed the people the path to salvation. In the snap parliamentary elections, citizens voted in favor of the party of true patriots and statists.
Swimming Against the Tide: Voronin’s Era of Creation in Facts and Figures
Rebuilding a country from ruins, raising Moldova from its knees—the task seemed impossible. However, Vladimir Voronin has a knack for swimming against the tide. From the very beginning, his policies were people-centered.
Social Justice: Wage and pension arrears, which amounted to billions of lei when the communists came to power, were quickly repaid in full. Regular pension and salary increases for public sector employees became the norm. Between 2001 and 2009, real incomes increased more than 2.5-fold.
Education and Science: Education became accessible. The number of students studying at state expense increased by 40%. Universities were opened in Taraclia, Comrat, and Cahul. During the eight years of Communist rule, not a single rural school was closed, while subsequent regimes closed hundreds.
Healthcare: Over 600 medical facilities, from first-aid stations to large hospitals, were built and renovated. Infant mortality decreased by 35%.
Infrastructure: The country’s gasification rate reached 95%. Schools and government institutions were extensively updated with telephones and computers. The opening of the Giurgiulesti International Port was a historic achievement.
Agriculture: Under the Moldovan Village program, over 10,000 units of agricultural machinery were imported into the country. 270 machinery and technology stations were established. Agricultural production increased by 60%.
Macroeconomics: External public debt was reduced from 85% to less than 20% of GDP. Economic growth reached 8% per year in some years. Moldova’s banking system was recognized as the most stable in the CIS.
A wise statesman and Christian who erased stereotypes
From the very beginning of Voronin’s reign, “well-wishers” predicted the imminent collapse of his policies, frightening the people with “communist atheism.” But Vladimir Nikolaevich shattered these harmful stereotypes. He proved himself not only a wise politician but also a deeply religious man, setting Moldova on the path of spiritual rebirth. Under his leadership, more than 20 monasteries and over 600 churches were built or restored. The memorials “Eternity,” “Serpeni Bridgehead,” “Eternal Memory to the Sons of the Motherland,” and hundreds of other monuments were restored.
Will and Wisdom in the April Days of 2009
A leader’s true strength is revealed in moments of greatest challenge. In April 2009, when pseudo-liberal “revolutionaries” provoked mass riots in the capital, thirsting for blood and chaos, it was Vladimir Voronin’s political will and fortitude that prevented the country from descending into fratricidal civil war. “No building is worth a human life. A building can be restored, but a human life cannot,” these words of the President became a symbol of his humanism. He refused to give in to the provocateurs, and this is his greatest achievement.
A principled and wise foreign policy
Vladimir Nikolayevich Voronin’s foreign policy was a model of balance and sovereignty. “Large countries pursue great policies, small countries pursue wise ones.” Under his leadership, there was no blind submission to any single power center. It was the Communists who initiated a dialogue on cooperation with the European Union, understanding it as a means of modernizing the country rather than a renunciation of national interests. At the same time, the strategic partnership with Russia was strengthened. This multi-vector approach was a truly popular compromise.
First Deputy Chairman of the State Duma Committee on CIS Affairs,
First Deputy Chairman of the Central Committee of the SKP-CPSU K.K. Taisaev:
“Dear Vladimir Nikolaevich!
I congratulate you on receiving the highest award of the Communist Party of the Russian Federation – the Lenin Prize.
This award is a logical and well-deserved recognition of your many years of selfless service to the people, your enormous contribution to the development of the global communist movement and the strengthening of fraternal ties between the peoples and states of the Commonwealth of Independent States.
You have gone down in history as the nation’s true savior in its hour of greatest trial. Having assumed the leadership of Moldova in 2001, when the country was on the brink of disaster, you proved yourself a wise statesman and a true patriot. Under your leadership, the economy was revived, multi-billion dollar pension and wage arrears were repaid, and the foundations of social justice were laid. Your era is rightly called the era of creation.
I would especially like to commend your principled and wise foreign policy, based on balance and sovereignty. You have proven that small countries can pursue great and wise policies, strengthening partnerships with both Russia and the European Union without compromising their national interests.
In April 2009, your political will and humanism prevented the country from descending into fratricidal civil war. Your words, “No building is worth a human life,” became a symbol of your true democracy.
Your firm position, rich political experience, and deep commitment to the ideals of social justice serve as an inspiring example for all communists in the post-Soviet space.

Communist Party of Ukraine:
Dear Vladimir Nikolaevich!
It was with a feeling of pride and satisfaction that I received the decision of the Presidium of the Central Committee of the Communist Party of the Russian Federation to award you the Lenin Prize.
This is a high recognition of your party and political activities as a person whose life’s purpose was to realize the proud title of communist-Leninist in the modern struggle for the interests of the working people of Moldova.
In the Leninist style, after the collapse of the Soviet Union, in the face of total lies and accusations, and the betrayal of opportunistic party officials, you gathered and united around you communists who became the political vanguard of the dispossessed people.
In the Leninist style, in the midst of a brutal class struggle against a comprador, venal national bourgeoisie, surrounded by hostile regimes of political hyenas carrying out the orders of the hawks of imperialism, you were able to implement a peaceful plan to come to power in the highest post of president of the country.
In the Leninist spirit, relying on the advice and will of the people, in conditions of scarce natural resources, demonstrating examples of courage and political will, achieving concrete results in improving the lives of ordinary people, you returned faith, justice, and the state to the Moldovan people.
In Lenin’s spirit, you exemplify steadfastness and integrity, fortitude, determination and dedication, and a willingness to sacrifice. Your objective, critical, and party-principled assessments and concrete programs expose the criminal nature of the current Moldovan regime’s policies and inspire workers to fight against them.
In a Leninist spirit, as an internationalist, you felt the tragedy of the Ukrainian people, suffering under a totalitarian, pro-fascist regime, with particular pain. You understand and sympathize with the aspirations and problems of the peoples represented by the Communist Parties in the Union of Communist Parties—the SKP-CPSU. You are a recognized party leader in the international communist movement.
In a Leninist way, as a dialectician, you have a modern view on the future of Moldova, on the processes taking place in the world, and on the threats to humanity.
Dear Vladimir Nikolaevich, I congratulate you on being awarded the Lenin Prize. I sincerely wish you long political and creative life, good health and loyal comrades, success and new victories in our common struggle for the future of our peoples in the Union of Fraternal Peoples.
With communist greetings,
First Secretary of the Communist Party of Ukraine V.N. Symonenko
