Perhaps some early systems like usenet, mosaic, irc, etc benefitted from government and university funding. Even google received help from National Science Foundation and lemmy has a little help from NLnet :)

Getting a grant to build a FOSS federated Uber might be tough these days, so you all have a good point about the resource requirements being real.
