Sounds like a lot of it is the ratio of caretaker people to hives. Looking after 100x less hives gives a lot more opportunity for beekeepers to monitor and do their thing
The ratio of people, but also decentralization. If one small hive goes bad, it can be quarantined much easier than a huge colony.
