I sincerely doubt this is anywhere close to actual usage and pushing flawed metrics like this is going to do more harm than good.
Yesterday the Fediverse Observer list had a couple dozen instances with 20k+ users with no federated communities, single-digit subscriptions to local communities, single digit posts and comments by 1 or 2 accounts.

Yeah, I think active users per time period is probably the better metric, but that is also growing nicely:

(Though with ~40k obviously much lower)
To be fair, this is the same kind of numbers that reddit is faking to it’s investors.
