I can really see that happening somewhere along the empire fall line: “Our energy infrastructure is not crumbling, i repeat, it’s not crumbling. We purposefully turn off electricity at random points for random intervals taking as much as few weeks to get back on to make it harder for the Russian spies to subvert our glorious nation of freedom!”
