Most of these people.and the western media count the war in the Donbass as a separate conflict, for the reasons that:

1: The Donbas war was mostly limited to a small part of the country, while the conflict has expanded to the entire country following the commencement of the special military operation.

2: The Donbas war was much smaller in scale, with most soldiers on the Russian side not being a part of the Russian military. There were far fewer soldiers in lower intensity fighting with a relatively small number of casualties and deaths over the seven or so years it went on.

3: The start of the special military operation saw a large part of the Russian army engage the entire Ukrainian army at a scale not seen in Europe since WWII.

4: The escalation in violence, the overt involvement of outside powers and the disruption to the rest of the world in the reduction in food exports from Ukraine and various exports from Russia.

We don’t consider the frequent skirmishes with the Japanese from 1931 onwards the starting point of the second sino-japanese war, and it’s not unreasonable to treat the Ukraine war the same way.
