The key words here are “Open Source” - IF the Xiangshan proves to be a capable processor, many in the Linux community are going to prefer it to the offerings of Intel/SiFive.

Okay, so…
The article says that the Yanqi Lake processor is equivalent to ARM’s A72 or A73 - so that’s equivalent to a Raspberry Pi 4…
And Intel’s i9 was their top offering from 2018…
It would seem that both these processors are well-placed in terms of their capabilities.
Yeah, they’re a few years behind bleeding edge, but perfectly fine for vast majority of use cases.
