by this metric there are no males civilians in just about every country on earth. there are few countries that dont require civilians to report to some list so they can be drafted and many of these countries also require every civilian to go thru military training, this means literally nothing. if u are gonna make this argument atleast make it coherently by saying that settlers are not civilians because they regularly invade Palestinian land to steal homes and riot and lynch people, and because they encroach in palestinian land looking for excuses to do the above and to call in their army.
