Sci fi strategy game. You can build your civilization and be anywhere between the Federation from Star Trek and the Imperium of Man from Warhammer. Its giving people who like being the bad guys more ways to do that.
Xenophobia was always an ethics option, so I am not sure it is really much worse than “all other xenos should die” already was. Not a path I personally ever really pursued.
As long as I can still make my xenophile space-communists, I am pretty happy with my playthroughs.
