    All they needed to do during that time would be to have all three branches of government, with 60+ Senators, and every Democrat would need to be on board with the legislation and felt it was necessary to pass while RvW was being used to uphold the right without legislation.

    There was no appealing to Republicans during that time on abortion because they were all lock step in opposing any Dem actions, especially things like this, and the system is already set up to make it very difficult for a small majority to pass anything. After a couple decades of RvW being established, why put in the effort to fail when there were other things that were not already set by precedent which would only go away if conservatives stacked the court with people who make up rulings out of nonsense?

    While the Dems come across as wet noodles because they are allowed to not agree, this is something that was impossible for them to pull off at a national level due to Republican obstruction and abortion being one of the main Republican topics that did not allow their members to compromise in any way.
