What is this “Governor Pardon” thing? It’s like something out of the bible. Do other countries have people running for elections on the promise of legally overturning justice or is it just the USA?

Most countries does have the institution of pardon, though usually reserved for the head of state only (and also usually with multi-tier legal procedure leading to it) as remains of the old royal pardon tradition. It is used pretty rarily though.
