Yes Man ending will certainly be anarchic (as in absence of a state), but how much of it will be violent chaos as implied with “total anarchy” depends largely on Courier actions (or inaction). In what is imo the best case scenario for Mojave;

Internal threats are neutralized (BoS can be even sent to Lost Hills bunker).
Police force is available (Securiton army, with upgraded OS).
Energy is available (Helios & Hoover Dam).
Enclave knowledge and technology is available (Arcade).
Friendly government in NCR (Hanlon).
Community with experience in self-organization (Westside).
