Mongolia was part of China before the fall of the Qing empire. There were actually talks between the USSR and the early PRC to deal with this issue, as by this point Mongolians were more open to the idea of joining the Soviet union. However those talks broke down after the sino-soviet split.
Therefore I think it would be logical for Mongolia to be either part of China or the USSR.
About the DDR, why didn’t you give them all of Germany if you could ? That’s like if you had given the DPRK only half of South Korea.
