His genocidal plans were not yet known to China. To them the situation was that of the Split, with Vietnam being on the USSRs side. This made them effectively having potentially hostile nations on two sides of the country, so they tried to counterbalance Vietnam with Campuchea.
It was that much of a shitshow that it was the only time Vietnam and Laos were on opposing sides since their independence.
