Socialist construction is the longest and most difficult phase of revolution. It is the phase that no western marxist, and few socialists at all, have even reached. Your questions assumes China somehow discarded these things while also ignoring China’s actual conditions. Its just dogma. You are building a house in your head and then unhappy when the builders tell you what is possible or available.
How can they not? Your question is just an assumption that an impoverished and nearly destroyed country like China could become fully socialist within a very short period of time. This is simply not demonstrated.

My brother in Christ, the USSR has fallen. I think its safe to say they were unsuccessful in their socialist construction regardless of the incredible successes they did achieve.
