This is the writing, citing, and editing style done used by American journalists.

The official resource is the Associated Press Stylebook. There is a new edition every two years and the price is pricy, so some people just try to find a pirated version of it. Even if it a few editions behind.

You can also use sources like Owl Purdue which is also useful.
