This meme really doesn’t fit the format. Given the standard form of the meme, you’re implying that Israel are the reasonable, relatable ones here, that the warrants are unreasonable, and that someone other than the ICC has actually announced warrants.
This was the first format that came to my mind when creating this meme but you’re right that it doesn’t fully fit the scenario. Which format do you think would be a better fit?

How about this one?, e.g.:
Israel: “Let’s wait till the verdict before WE CONDEMN THE UNANNOUNCED ICC ARREST FOR NETANYAHU!”
Don’t think that’s the perfect fit either, it’s more suited for someone accidentally saying a full sentence admitting their crime. Like Trump accidentally admitting he lost the election.
While israel is condemning their warrant, they are not admitting they are guilty.
“Don’t even think about attempting to uphold international law.”
