I think he personally requested this. There are reports that he’s really rattled by the event, and regularly watches a recording of it “over and over again”.
That… doesn’t seem consistent with what we know of Trump… although, it sounds like a predictable deflection by his handlers to make him seem more personable, more… human.
A narcissist like Trump would continue to believe he’s invincible and is the one insisting on these huge, open rallies to begin with. They feed his ego, and he can’t live without them. So, the Secret Service has compromised with his campaign to only allow them if he’s as shielded as the Pope any time he’s in an open public space.
And, no matter who tries to convince him, he refuses to believe that a lot of capable people very well may make another attempt against his life.
It’s theatre. Because he thinks he’s important.

For extra safety, I’d replace the bulletproof glass panes with steel sheets.
I’m surprised people are still using guns for this and not just flying a drone packed with explosives.
