Pizza is a type of toast, Victoria sponge cake is a type of sandwich, a hot dog is a type of taco, etc.
Biscuits are the ones that are twice baked. That’s literally what the word means, a biscuit is first baked, then dried. Long shelf cookies are in fact a type of biscuit (as well as being a cookie). Soft fresh cookies are not biscuits.
Incidentally the American dinner ones are not biscuits. They’re only cooked once. They’re more like a savoury scone.
