I’m also hoping to convert the pictures to text for a PDF.

Yeah but did you specifically ask about using a phone to scan? The reason I am asking is because it sounds like you need some sort of OCR software. One such software is tesseract-ocr (the only one I know of that is free and open source) . I don’t know which ones are good but maybe this will help.
