I don’t know all too much about the full scope of the situation, but I’ll comment a few of the things I’m aware of to get the ball rolling.

    • The Firewall only blocks Western propagandist media, Chinese internet can still access Western sites and Chinese companies still have access to Western servers. This comes together to mean, if an internet user in China wanted to get in contact with Americans, they could. The Firewall helps to reduce Western anti-Communist propaganda from the Internet, specifically from companies like Google and Facebook.

    • Somewhere around 80% of the general population are members of the Communist Party. If they had a critique about the party or the state, they’re already in the party to discuss it.

    • Freedom of speech is protected in their constitution, and PRC authorities are often very lax on criticism from opposing parties - including from Falun Gong, a far-right pseudo-terrorist group.

Definitely less than that, becoming a party member is really hard. According to numbers on Wikipedia, there are 90 million party members and 1.4 billion citizens. So around 15.5 citizens for each party member, which means its very likely that each citizen personally knows a party member.
