Weirdly, the first people on the Republican side of the Civil War to set up forced labor camps were the FAI, who just went ahead and set up camps. It wasn’t even on the government’s radar until Juan Garcia Oliver, a FAI leader, joined the government and pushed for them to open concentration camps. He literally announced on the day he took office as Justice Minister that he planned to open concentration camps.
