It would make more sense to say that China is coming up with ways to electronically track regulations in order to streamline it.
Which is a god damned far cry from assuming China is docking your freedom of movement because you said Xi was an asshole in public and some pencil pusher heard it in ear shot and now you gotta bust rocks for a decade.
