      Its a meme, this is a pic of Colin powell at the UN presenting the “smoking gun proof” that Iraq possessed weapons of mass destruction. It was a complete fabrication, but one of the main things that drummed up international support for the Iraq war.

          That one was a model vial of anthrax, and was used to suggest that iraq was procuring other chemical and biological weapons.
