IIRC, this is based on a CIA report which compared calorie consumption in the US and USSR but the report is often misquoted. Out states that calorie consumption was adequate and about equal to that if the USA but USA consumption was still a little higher.

I thought half the point was that food in the USSR was healthier.
Even if the report used the word “healthy” which I do not recall, “healthy” was very different from what we mean nowadays.
