There are signs that in addition to global developments leading to this anyway sooner or later something more immidiate made Putin not declare war on Feb 24. Ukrainian military in 2014 and in 2022 are different beasts and they were just about ready to roll over the republics. I think even useless monkes from the Donbass OSCE mission recorded a few hundred ceasefire violations on 18th alone.
